ADMINISTRATIVE RULES AND PROCEDURES

The Prime Minister’s Relief to Victims of Accidents and Injuries Fund was established by Regulations, made on 13 August 1997 under section 24 of the Finance and Audit Act. The Regulations were gazette as Government Notice No. 111 of 1997. The Board set up to administer the Fund has been in operation since December 1997 and it is composed exclusively of ex-officio members and operates under the Chairmanship of the Secretary to Cabinet or his representative.

Following regulations 2006 made under the Finance and Audit Act, the appellation of the Prime Minister’s relief Fund to Victims of Accidents and Injuries Fund has been changed to Prime Minister’s Relief and Support Fund as from 15 July 2006.

In 2013, further regulations were passed under the Finance and Audit act, changing the appellation of the “Prime Minister’s Relief and Support Fund” to “Prime Minister’s Relief Fund” (the fund) as from 21 June 2013.

THE OBJECTIVE OF THE FUND IS TO PROVIDE :-

	(a)	Assistance to victims of accidents, injuries or severe hardship; and
	(b)	Financial support to persons and organizations engaged in activities for a good cause in the public interest.

ELIGIBILITY CRITERIA (INDIVIDUAL)

(a)

Victims or their dependents, as the case may be, to be considered as hardship cases on the basis of a report by the Ministry of Social Security, National Solidarity and Senior Citizens Welfare & Reform Institutions;

	(c)	The age limit for dependent children is 18 years;
	(d)	Victims or dependents of victims eligible for any form of compensation under the Workman’s Compensation Act or National Pension Fund or other statutory benefits or schemes do not, in principle, qualify for assistance under the scheme. Notwithstanding this, victims or dependents of victims may be granted relief if the Board is of the opinion that the benefits obtained under any other legislation or from other funds/insurance schemes are not sufficient;
	(e)	Requests with regard to financial losses in the business sector will not be considered; and
	(f)	Requests with regard to cases of sale by levy will not be considered.
	(g)	Requests from victims of floods will not be considered.

ELIGIBILITY CRITERIA (NGO’S)

	(a)	Requests from NGO’s and any other registered organizations will be considered on a case to case basis;
	(b)	Amount to be allocated will be up to a maximum of Rs50,000; and
	(c)	Requests from religious bodies will not be considered.

ALLOCATION OF FUNDS

The maximum relief granted under the Fund is Rs50, 000 and is a one off grant.

Persons meeting the above eligibility criteria may apply by filling the Survey Form as at annex and submit same, along with documents mentioned therein to :
